For a galactic quarantine to remain absolute for thousands of years, every single advanced civilization in the galaxy must agree to the treaty and follow it perfectly. If even one rogue civilization, private organization, or individual alien decided to bypass the treaty and make open contact, the quarantine would collapse. Given the vast size of the galaxy and the likely diversity of advanced species, maintaining an absolute, leak-proof quarantine is statistically improbable.
